Analisis Komprehensif Efektivitas Dan Sustainabilitas Program Pemberian Makanan Bergizi (PMT) Dalam Intervensi Stunting Pada Balita Di Kabupaten Pasuruan

Stunting is a chronic nutritional problem that requires comprehensive and sustainable interventions, one of which is through the Nutritious Food Provision Program (PMT). This study aims to analyze the effectiveness and sustainability of the Nutritious Food Provision Program in stunting interventions for toddlers in Pasuruan Regency. The study used a mixed methods approach with a sequential explanatory design, beginning with quantitative data analysis and continuing with qualitative in-depth analysis. Quantitative data were obtained from E-PPGBM reports, while qualitative data were collected through in-depth interviews with nutrition staff at community health centers (Puskesmas) and relevant stakeholders. The analysis was conducted to assess the program's effectiveness in terms of availability, accessibility, and biological impact on toddlers' nutritional status. The results indicate that the Nutritious Food Provision Program in Pasuruan Regency has achieved an effective category in terms of availability and accessibility. This is indicated by the equitable distribution of nutritious food, distribution mechanisms that reach toddlers at risk of stunting, and support from local and village governments in ensuring supply continuity. From a logistical and managerial perspective, the program is running relatively well and sustainably. However, the program's biological effectiveness is not yet fully optimal due to the impact of environmental sanitation quality and family parenting patterns. Poor sanitation and limited access to clean water increase the incidence of infectious diseases, particularly diarrhea, which hinders nutrient absorption. Furthermore, parents' and caregivers' lack of understanding of proper feeding practices results in nutritious foods not always being optimally consumed by target toddlers.
Abstrak
Stunting merupakan permasalahan gizi kronis yang memerlukan intervensi komprehensif dan berkelanjutan, salah satunya melalui Program Pemberian Makanan Bergizi (PMT). Penelitian ini bertujuan untuk menganalisis efektivitas dan keberlanjutan Program Pemberian Makanan Bergizi dalam intervensi stunting pada balita di Kabupaten Pasuruan. Penelitian menggunakan pendekatan mixed methods dengan desain sequential explanatory, yang diawali dengan analisis data kuantitatif dan dilanjutkan dengan pendalaman kualitatif. Data kuantitatif diperoleh dari laporan E-PPGBM, sedangkan data kualitatif dikumpulkan melalui wawancara mendalam dengan tenaga pelaksana gizi di Puskesmas serta pemangku kepentingan terkait. Analisis dilakukan untuk menilai efektivitas program pada aspek ketersediaan, aksesibilitas, dan dampak biologis terhadap status gizi balita. Hasil penelitian menunjukkan bahwa Program Pemberian Makanan Bergizi di Kabupaten Pasuruan telah mencapai kategori efektif pada aspek ketersediaan dan aksesibilitas. Hal ini ditandai dengan pemerataan bahan pangan bergizi, mekanisme distribusi yang menjangkau balita berisiko stunting, serta dukungan pemerintah daerah dan desa dalam menjamin kontinuitas pasokan. Dari sisi logistik dan manajerial, program berjalan relatif baik dan berkelanjutan. Namun demikian, efektivitas biologis program belum sepenuhnya optimal karena dipengaruhi oleh kualitas sanitasi lingkungan dan pola asuh keluarga. Sanitasi yang buruk dan keterbatasan akses air bersih meningkatkan kejadian penyakit infeksi, terutama diare, yang menghambat penyerapan zat gizi. Selain itu, rendahnya pemahaman orang tua atau pengasuh terkait praktik pemberian makan yang tepat menyebabkan makanan bergizi tidak selalu dikonsumsi secara optimal oleh balita sasaran.
