Transparansi Dan Digital Governance Dalam Pelayanan Publik: Perbandingan Indonesia Dan Korea Selatan

This article aims to analyze the implementation of transparency and digital governance in public services through a comparative study between Indonesia and South Korea. This research uses a literature review method, reviewing reputable scientific journals, international organization reports, and government digital regulations and policies in both countries. The results of the study indicate that South Korea has successfully integrated transparency and digital technology systematically through a mature and integrated e-government system, while Indonesia still faces challenges such as system fragmentation, limited institutional capacity, and a digital literacy gap. These findings confirm that digital governance plays a strategic role in increasing transparency, efficiency, and accountability in public services. Theoretically, this article contributes to the enrichment of comparative governance studies, while practically, it provides policy recommendations for strengthening public service reform in Indonesia.
Abstrak
Artikel ini bertujuan untuk menganalisis penerapan transparansi dan digital governance dalam pelayanan publik melalui studi perbandingan antara Indonesia dan Korea Selatan. Penelitian ini menggunakan metode studi kepustakaan dengan menelaah jurnal ilmiah bereputasi, laporan organisasi internasional, serta regulasi dan kebijakan digital pemerintahan di kedua negara. Hasil kajian menunjukkan bahwa Korea Selatan berhasil mengintegrasikan transparansi dan teknologi digital secara sistematis melalui sistem e-government yang matang dan terintegrasi, sementara Indonesia masih menghadapi tantangan berupa fragmentasi sistem, keterbatasan kapasitas kelembagaan, serta kesenjangan literasi digital. Temuan ini menegaskan bahwa digital governance berperan strategis dalam meningkatkan transparansi, efisiensi, dan akuntabilitas pelayanan publik. Secara teoretis, artikel ini berkontribusi pada pengayaan kajian governance komparatif, sedangkan secara praktis memberikan rekomendasi kebijakan bagi penguatan reformasi pelayanan publik di Indonesia.
